The criteria and best practices established in the applicable regulations for the public sector—particularly Royal Decree 1112/2018—are used as a reference, as well as the accessibility standards applicable to the private sector. This framework is used exclusively as technical alignment and continuous improvement, with the aim of ensuring a consistent quality approach to digital accessibility.

Current European framework (European Accessibility Act): This regulatory framework is reinforced by Directive (EU) 2019/882, mandatory in the European market since June 2025. In this context, the organisation ensures that the digital services offered—including websites, e-commerce and customer service channels—are designed in accordance with European accessibility requirements, anticipating regulatory demands and reducing compliance risks.

Compliance with WCAG 2.1 Level AA represents the optimal balance between accessibility, usability and technical feasibility, and is the internationally accepted standard for eliminating digital interaction barriers.

2. Compliance status

This website is undergoing continuous improvement in terms of accessibility, with a progressive level of conformity with the applicable requirements.

Digital accessibility is understood as a dynamic process, integrated into the technological evolution of the website, aimed at the constant improvement of the user experience and the progressive adaptation to current standards.

Semantic structure: On pages with dynamic content or frequent updates, the heading hierarchy may not always be strictly sequential.

Office documentation: Certain PDF or downloadable documents may not fully meet the accessibility requirements of UNE-EN 301 549, particularly regarding structure, semantic tagging or compatibility with assistive technologies.

3.2 Historical archive or legacy content

Some documents or resources published prior to the adoption of current accessibility standards may not fully comply with current requirements.

4. Complementary support measures: assistance with Blind Reader

To improve autonomy for people with visual and cognitive disabilities, and to optimise the user experience (UX) in critical processes such as e-commerce or digital service procedures, this website incorporates Blind Reader, an assistance and contextual guidance panel that operates without artificial intelligence.

This system acts as a complementary accessibility layer that facilitates navigation and content comprehension without modifying the website’s design, structure or source code. Its operation is integrated in a non-intrusive manner, fully respecting the user’s assistive technologies.

Unlike generic market solutions (“overlays”), Blind Reader is based on an approach that respects accessibility standards, prioritising compatibility with screen readers and native system navigation.

Blind Reader offers the following functionalities:

  • Technological respect: It does not alter the original HTML or interfere with the user’s assistive technologies (such as NVDA, VoiceOver or TalkBack), working in harmony with them.
  • Intent analysis: At the start of the session, it provides clear information about the purpose of the page, its key sections and the most relevant actions.
  • Goal-based navigation: It allows direct access to critical functionalities (such as contact forms, purchase buttons, registration areas or electronic offices) through optimised shortcuts (Alt+G).
  • Contextual guidance: It clearly informs users about the purpose of each section, facilitating content comprehension during navigation.
  • Assistance in complex processes: It incorporates real-time guided mode in processes such as checkout, registration or service requests, reducing cognitive load and abandonment rates.

Blind Reader is a complementary support measure that reinforces website accessibility and does not constitute a substitute for WCAG 2.1 standards or the regulatory requirements of RD 1112/2018 and Directive (EU) 2019/882.

5. Privacy and Data Protection

In compliance with the General Data Protection Regulation (GDPR), users are informed about the processing of information derived from the use of Blind Reader:

  • Local Semantic Analysis: The tool operates through local semantic analysis of each page’s HTML code. It does not use external Artificial Intelligence services nor send website content to third-party servers, processing all information within the website environment.
  • No International Transfers: Blind Reader does not perform international data transfers. All interaction occurs within the website environment, ensuring complete privacy of user navigation.
  • Security: The tool does not collect, store or process identifiable personal data from website visitors.

6. Evaluation and preparation method

The accessibility of this website has been evaluated through a combined process that includes:

  • Internal self-assessment: Periodic reviews by the development team.
  • Automated tools: Technical code validation using W3C standards.
  • Manual review: Assisted navigation tests in accordance with WCAG 2.1 Level AA criteria.
